Hyacinthe's control over the manipulation of fears is quite keen. He has to be within natural line of sight of his target to utilize it, however, and the effects do fade after he turns his attention away. The stronger a person's will or the better they are at calming themselves the faster the effects of his power diminish. That aside, he can effect a single person in a crowd with pin-point precision, causing immense terror in the target. He can also cast a broader net, causing a full scale crowd panic complete with mass hallucinations. Of course, the more fearful a person is the easier it is to work upon them. If he has foreknowledge of their fears he can key in on them specifically. Otherwise he uses a blanket sort of fear that works into the mental chinks and riles up the fears in a person's mind; less effective use of energy but it still gets the trick done.
Although not as advanced as his fear manipulation, Hyas is no slouch with hypnopathy either. He can override a person's will for relatively short periods of time given that he has both the time and eye contact with which to work on them. He can't make them do something completely against their nature yet, but he's very good at wiggling out the darker sides of a target's psyche and using them. His hypnosis lasts up to ten minutes or until he breaks it, whichever is sooner.

Warped and bewitched, Time to erase whatever they say
Hyacinthe looks tremendously younger than his forty-seven years thanks to his hellion blood. His rather small stature adds to his youthful effect and if he tries he can even pass as a high school student, though he finds that distasteful. His hair is brown and cut fairly short for convenience's sake more than anything else. His eyes are a deep, ruddy hue that could almost pass as brown in some lights but is more truly a dark red. In shape they take rather after his Japanese father, as does the overall shape of his face; although his nose and lips are more narrow, harkening to the European heritage on his mother's side.
He wears whatever he needs to to get the job done but is most comfortable in well-tailored clothes that allow ease of movement. Generally, Hyacinthe shies away from brighter, flashier clothes, preferring subdued and neutral colors, although he isn't usually too drab either. One thing he's quite persnickety about, however, is the texture of his clothes.

First and foremost, Hyas is self-controlled. It helps that his overall emotional range is rather blunted, but he keeps a tight leash on the emotional parts of himself. In another person that might lead to a somewhat stuffy or stilted persona but Hyacinthe is also a superb actor. He can pick up and drop the appearance of any emotion at almost any given time nigh flawlessly. This makes him a very deceptive person.
Hyacinthe has, to be frank, a complete lack of moral compass. He has no qualms about performing any number of unsavory or immoral things and those he dislikes are for minor, personal reasons. It wouldn't stop him from doing them if the job called for it. In short, he's a monster wrapped in a very charming human skin.

A yakuza and French heiress don't seem like a likely match but that's just what Hyacinthe's parents were. Linette Lécuyer, the youngest daughter of a wealthy French businessman, and Ise Shioya, a powerful yakuza, were a match very likely made in hell. She was high spirited and wild. He was shrewd but passionate. Both had enough devil-may-care attitude for a dozen people. So when Linette's father double crossed Ise's organization and his youngest daughter taken as leverage it was a surprise to just about everyone how the young lady took it.
Stockholm Syndrome, one might think. She was more than happy to cooperate with her kidnappers, even providing her own ideas of the best way to make her father squirm, even up to cutting off her own finger to send him when he balked at what he was ordered to do. But the truth was, Linette had had enough of her father controlling her life and had been looking for a chance to break out and become her own person. And the truth was also that she had all the morality of a snake and a craving for the darker side of things.
It was anyone's guess as to when playful flirtations between Linette and Ise became more serious but no one could deny that they were a criminal power couple. Before too long she was up to her ears in the seedy underbelly along with him and not much longer after that did they but get married. It was only a matter of time before Linette gave birth to a son; Hyacinthe.
Growing up, Hyas wanted for virtually nothing. His parents had little to do with his upbringing but that didn't especially bother him even as a young child. He had plenty of fun tormenting his schoolmates in subtle ways while playing the perfect student for the faculty. He got into high school drama on account of his natural ability to counterfeit emotions and a love of attention and praise. That natural talent only grew as he exercised it and while he didn't go into an acting career he used that skill every day of his life. For what he became was an assassin.
He started out as a cleaner for the Order but moved on to hunting and later to assassination. He never had any moral compunctions so such a life suited him like a custom fitted glove. Truthfully, he enjoys his work; enjoys toying with his targets a little before finishing the kill. And not once has he ever failed a mission or turned one down. It's all the same to him in the end.
Interestingly enough, he uses photography as a cover when he needs one. He may shine on the stage but behind a lens he isn't half bad either.
